About this tender

Overview The City of Canterbury Bankstown is seeking tenders from suitably qualified and experienced contractors for a digital mapping and route allocation system for waste collection trucks. The system is to be installed in Council's fleet of waste and cleansing trucks. Eligibility Tenderers are not required to be members of the ICT Services Scheme (SCM0020) to be considered for this project Scope Council has a fleet of 29 side loader trucks, 14 rear loader trucks and 6 street sweepers. Each truck has a set route each day to collect up to 1,200 bins (garbage and recycling trucks) and sweep specific areas of the city (street sweepers). These vehicles are currently fitted with GPS, cameras and mobile digital video recorder (MDVR) systems that provide live tracking, video footage recording, safety features and a platform for drivers to record collection issues, with data placed into Council's SQL database. The scope includes: Supply and installation of a digital mapping and route allocation system that works in addition to the existing GPS and camera system to track bin collections and street sweeping for each truck in real time Provision of an in-cabin monitor or tablet/iPad display allowing drivers to monitor their bin collection progress and see which bins have been collected and which streets have been swept Provision of visibility for drivers of what other trucks in the fleet have completed each day Provision of an option for turn-by-turn navigation of each driver's route Provision of office-based staff access to the system to view route progress, allocate routes to specific trucks and make changes to routes in real time Instructions to Tenderers Council will conduct the evaluation in two stages. Stage 1 Tender submissions will be evaluated against the criteria and returnable schedules outlined in Section 4 of the RFT. Following this assessment, Council will shortlist the highest-ranked tenderers, with a minimum of one (1) and a maximum of three (3) progressing to Stage 2. Stage 2 Shortlisted tenderers will participate in a six-week product/system trial. Tenderers will be required to install their proposed solution in a nominated Council side-loader waste collection vehicle and provide Council with full access to the system and associated data. All installation and trial costs must be included in the Pricing Schedule. The trial will assess the product/system against criteria including functionality, user interface, performance, installation quality, support, and overall suitability for Council's operations. Should the trial not identify a clear preferred tenderer, Council reserves the right to select the best value submission from Stage 1 or invite the next highest-ranked tenderer to participate in the trial process. How to respond to this tender

A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.

Read the requirements in full

Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.

Confirm you are eligible and it is worth bidding

Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.

Answer every criterion with evidence

Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.

Lodge early through the official portal

Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
