Health/E26-180588: Delivery of National One Stop Shop (NOSS)

This Tender is invited by the Issuer. Requirements Vision To transform the national health and medical research landscape through a unified, secure, and user-focussed system that accelerates study commencement, enhances access, and improves research quality and impact. About NOSS 1. NOSS will be a state-of-the-art system offering a consistent, national approach for health and medical research, including clinical trials – from start to finish. 2. This ICT solution design is underpinned by the principles of ‘information entered once, used multiple times’ and ‘all data enables system generated reporting capability’. The solution will have high fault tolerance and scalability that allows for the adoption of changes to existing and new workflows; information sharing; profile creation; document management (in all file formats, including video formats); internal system enabled user communication and collaboration; visibility of the approval and research management process, date stamped with dashboards and automated data and reporting for various users. 3. NOSS will be available to any organisation conducting health and medical research in Australia. It will be essential for clinical trial and health research activities required by: Human Research Ethics Committees (HRECs) and their institutions (health services, universities, medical research institutes); Therapeutic Goods Administration (TGA); and Office of the Gene Technology Regulator (OGTR). It will replace existing state and territory research application systems, estimated to reduce duplication by: More than 50% in the application process; 35% in the Clinical Trials Notification process; and 60% in trial registration. Users will be able to track the progress of a clinical trial and other health-related studies – from research application to ethics approval and site authorisation. NOSS is part of important national reforms to strengthen, harmonise and streamline health and medical research in Australia.
