Overview MidCoast Council is seeking an experienced contractor to crush, grind, screen and process stockpiled concrete, bricks and tiles under a five-year, non-exclusive, as-required contract. Purpose Council receives concrete, bricks and tiles at its Waste Management Centres for processing and beneficial reuse. Council is seeking a safe, reliable and environmentally compliant service that maximises the beneficial reuse of concrete, bricks and tiles while maintaining safe and efficient operation of its Waste Management Centres. Scope The scope includes: Crushing, grinding, screening and processing of stockpiled concrete, bricks and tiles at Council's Waste Management Centres at Taree, Gloucester and Stroud Production of finished products comprising 20 mm minus road base, 40 mm minus road base, and 80 mm minus cobbles Provision of all personnel, supervision, mobile processing plant, loaders, screening and magnetic-separation equipment, water-based dust suppression, traffic controls, site establishment, product testing, stockpiling, cleaning, reporting and demobilisation required to complete each processing occurrence Commencement of site establishment within 21 calendar days for standard Service Requests, or within seven calendar days for urgent Service Requests (up to four urgent requests permitted each Contract Year) Preparation of a master Traffic Management Plan and Site Establishment Plan at the start of the Contract, reviewed and updated before each processing occurrence Maintenance of an unexpected-asbestos procedure covering immediate cessation of work, isolation and quarantine, notification, competent assessment, licensed removal where required and clearance before work recommences Key Outcomes and Service Requirements Timely acknowledgement, programming and commencement of standard and urgent Service Requests Continuous and diligent completion of each processing occurrence Effective control of dust, respirable crystalline silica, noise, sediment, runoff and other pollution risks Immediate stop-work and notification procedures for suspected asbestos, excessive dust or other environmental and safety incidents Processing of material into compliant 20 mm, 40 mm and 80 mm finished products Product sampling and testing by appropriately qualified personnel and NATA-accredited laboratories Neat, stable and clearly separated finished-product stockpiles Removal and return to Council of separated steel and recoverable metals Complete cleaning and sweeping of processing pads, roads and adjacent areas Protection and cleaning of drains, grates, channels and other infrastructure Completion of a handover checklist, supporting photographs and Council sign-off before demobilisation Accurate production, testing, incident and performance reporting Contractor Requirements Suitable mobile crushing, grinding, screening, loading and magnetic-separation equipment, together with sufficient trained personnel, backup plant and business-continuity arrangements Continuous water-based dust suppression is mandatory; dry processing is not permitted Capable of operating safely within active public waste facilities while maintaining access for residents, Council personnel and other contractors Services require physical attendance at the nominated facilities and cannot be provided remotely Compliance with the Protection of the Environment Operations Act 1997 and applicable regulations Compliance with the Work Health and Safety Act 2011 and Work Health and Safety Regulation 2025 Compliance with applicable crystalline-silica requirements Compliance with the relevant recovered aggregate resource recovery order and exemption Compliance with each facility's Environment Protection Licence and operating requirements Compliance with all other applicable NSW and Commonwealth laws, standards and codes Desirable attributes include demonstrated experience at active waste or resource-recovery facilities, strong backup-plant capacity, effective public-interface controls, transparent electronic reporting and practical initiatives that improve product quality, environmental performance and resource-recovery outcomes Contract Terms and Conditions Five-year, non-exclusive, as-required contract Council does not guarantee any minimum quantity, number of processing occurrences, product-grade mix or expenditure Tendered rates are to be all-inclusive rates per cubic metre of accepted finished product, measured by survey of the finished stockpiles Historical or estimated quantities are indicative only and do not represent guaranteed future volumes, composition, contamination levels, processing yield or frequency of work Council will apply contractual performance remedies, agreed damages and cost-recovery provisions for late commencement, failed site handback, off-specification products, dust escape, environmental or safety incidents, incomplete cleaning and late reporting
