Overview The Council of the City of Sydney ("the City") invites tenders for the carrying out of Printing Services for the provision of Parking Permits by one or more qualified and experienced suppliers for a period of 3 years to support the ongoing production and supply of a range of parking permits issued by the City. These permits play a critical role in the effective management of on-street parking within the local government area, helping to balance the needs of residents, businesses, and essential service providers. Purpose This RFT aligns with the City's adopted parking policy framework and supports resolutions aimed at ensuring equitable access to parking, promoting sustainable transport, and enhancing local amenity. The City expects the supplier to work collaboratively to ensure services remain responsive to operational needs and policy developments over the term of the agreement. Scope The successful Tenderer will be responsible for the secure, efficient, and timely production and distribution of various categories of parking permits, including: Residential/Business Permits, issued to eligible residents and businesses for on-street parking access in designated zones Visitor Permits, short-term permits for guests of local residents Tradesperson Permits, allowing tradespeople to park while undertaking work in residential areas Carer and Support Worker Permits, issued to those providing essential care services within the community Car Share Permits, supporting shared mobility options to reduce congestion and car ownership Contractor Requirements Compliance with all relevant Council policies, operational procedures, and data security standards Capability to manage ongoing volumes and accommodate changes in design or technology Maintenance of high standards of customer service and permit integrity Contract Terms and Conditions Contract period: 3 years Instructions to Tenderers Tenderers must submit tenders in the manner required by the documents associated with this Tender. The City of Sydney is required to comply with the tendering and procurement provisions of the Local Government Act 1993 (NSW) and the Local Government (General) Regulation 2021. To ensure a fair, transparent and equitable procurement process, the City is generally unable to engage in post-closing negotiations or provide information to individual tenderers that is not made available to all participants. If you have any questions, require clarification of any aspect of the procurement documents, or identify any ambiguities, inconsistencies or concerns, please submit your queries through the Online Forum before the Questions Closing Date. Responses will be managed through the procurement process and, where appropriate, shared with all tenderers to ensure equal access to information. Where a tenderer wishes to propose amendments to the draft contract or identify contractual departures, these should not be submitted through the Online Forum. Instead, proposed contract amendments should be provided directly to the procurement representatives by email within the timeframe specified in the RFT documentation, as specified in Part A. Tenderers should not rely on assumptions or verbal discussions and are encouraged to seek clarification during the designated question period via the online forum, as opportunities to address such matters after tender close are limited.
