Overview The Department of Customer Service (NSW), acting through Service NSW, is seeking suitably qualified providers to deliver small business advisory services across New South Wales, to build capability, strengthen resilience, improve business performance and provide targeted support for priority industries, cohorts and regions. Purpose The project aims to improve the capability, resilience and performance of small businesses across New South Wales through accessible, practical and evidence-based advisory support. It will help small businesses build core business skills, strengthen resilience, improve productivity and access trusted advice to support business sustainability and growth. The project will also provide targeted support for priority industries, customer cohorts and regional communities, while encouraging digital capability, innovation and the adoption of contemporary business tools and practices. Through this procurement, Service NSW seeks to improve business outcomes, support economic participation and contribute to the long-term prosperity of communities across NSW. Scope Service NSW is seeking responses from suitably qualified providers to deliver small business advisory services across New South Wales. The program will provide free advisory and capability-building support to individuals seeking to start a business and existing small businesses looking to establish, sustain, adapt or grow their operations. The scope includes: One-to-one business advisory services delivered face-to-face, online and by telephone Workshops, webinars and networking events Digital learning resources and self-service tools Business resilience, continuity and disaster recovery support Suppliers may bid for one or more of the following service types: Core Business Skills services for all small businesses Specialist advisory services for construction businesses Specialist advisory services for hospitality businesses Specialist advisory services for women-owned businesses Specialist advisory services for multicultural-owned businesses Suppliers may bid to deliver services statewide and/or within one or more defined geographic service regions. Contract Terms and Conditions The procurement is intended to result in the engagement of multiple providers Services are to be delivered from February 2027 to 30 June 2030 Extension options are available Instructions to Tenderers Interested suppliers should review all procurement documentation, including the Statement of Requirements, Conditions of Tender and Supplier Response Schedules. Following the supplier briefing, Service NSW will publish an addendum containing any presentation materials and a consolidated record of questions and responses. Information provided during the briefing is for clarification purposes only and does not amend the Request for Tender unless confirmed by formal addendum. All requests for clarification must be submitted in accordance with the Conditions of Tender. Tender Briefing A non-mandatory supplier briefing will be held for this opportunity. Date: Tuesday 8 September 2026 Time: 10:00 am (AEST) Format: Virtual briefing (Microsoft Teams) Suppliers wishing to attend must register prior to the briefing by email to snsw9635@customerservice.nsw.gov.au. Registration must include the supplier name, attendee names and attendee email addresses. A maximum of two representatives per supplier may attend.
