Overview The Teaching Council of Aotearoa New Zealand is seeking a supplier to provide international criminal history checking and overseas police vetting services for teacher registration applicants who have lived outside New Zealand. The service must obtain or verify criminal history information directly with the relevant issuing authority, helping to strengthen child safeguarding and support registration decision-making. Objectives Improve confidence in overseas criminal history information Reduce the risk of fraudulent documents Support a positive applicant experience Provide reliable information to assist registration decisions Deliver effective reporting, performance monitoring and ongoing service improvement Scope The scope includes: Obtaining or verifying criminal history information directly with the relevant issuing authority for teacher registration applicants who have lived outside New Zealand Delivering completed checks and reports in a timely manner, with visibility of request status Supporting applicants located both in New Zealand and overseas Managing an estimated volume of approximately 4,000 checks per annum Verifying criminal history information directly with issuing authorities wherever possible Securely handling sensitive personal and criminal history information Providing a secure online portal for applicants and authorised users Providing reporting and dashboard functionality Supporting applicants completing checks from overseas Providing transparent applicant pricing and clear disclosure of any additional fees Contractor Requirements Broad international coverage and strong verification-at-source capability Ability to provide a secure online applicant experience Demonstrated ability to manage varying volumes while maintaining service quality and turnaround times Clear service levels and turnaround times Strong privacy, security and information management controls Enquiries Contact: blair.reed Email: blair.reed@teachingcouncil.nz
