Overview New Plymouth District Council (NPDC) is seeking suitably qualified and experienced contractors to deliver an intersection upgrade and associated civil works at the SH3 / Coronation Avenue intersection with Rogan Street. Purpose This project presents an opportunity to partner with NPDC on a well-defined urban transport improvement that prioritises safety, traffic efficiency, and access. The works will be carefully programmed to take advantage of the summer school holiday period, reducing impact on road users and nearby stakeholders while maintaining a strong focus on planning and execution excellence. Scope The scope includes: Delivery of an intersection upgrade at the SH3 / Coronation Avenue intersection with Rogan Street Delivery of associated civil works at the intersection Contractor Requirements Respondents must demonstrate proven capability in delivering high-quality civil works to required standards, within constrained timeframes and budget, including robust project management, strong stakeholder coordination, and a commitment to delivering outcomes that meet NPDC standards for quality, programme, and cost certainty. The supplier must demonstrate how they will: Safely and efficiently deliver all civil works to meet NPDC and NZTA quality standards Effectively plan and schedule works to maximise productivity within the limited delivery window Coordinate resources and subcontractors to support multiple work fronts if required Implement proactive communication and stakeholder engagement strategies Manage risks, including traffic management, safety, and programme constraints The contractor must be an NZTA (Waka Kotahi) approved contractor and must maintain all required accreditations and compliance standards necessary to undertake works on or within the State Highway network.
