About this tender

This Registration of Interest (ROI) is the first stage of a multi-step procurement process for cleaning services across Victoria University of Wellington’s accommodation portfolio. The purpose of the ROI is to identify and shortlist suitably qualified suppliers with the capability, capacity, and relevant experience to deliver cleaning services in a complex, high-occupancy student accommodation environment. It is not a request for pricing but is intended to assess market interest and supplier suitability ahead of a subsequent Request for Proposal. Through this process, the University seeks to better understand market capability and establish a shortlist of suppliers who can deliver consistent, high-quality, and student-focused cleaning services in catered and independent living halls. Cleaning Services are structured into two service portfolios—catered halls and independent living halls—and respondents may register their interest in one or both portfolios. This flexibility supports a range of service delivery models and enables the University to identify the most suitable providers for each portfolio. The ROI also supports the University in responding to recent growth in the accommodation portfolio and evolving operational requirements, while ensuring strong quality assurance, health and safety practices, and alignment with broader outcomes and procurement requirements. How to respond to this tender

A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.

Read the requirements in full

Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.

Confirm you are eligible and it is worth bidding

Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.

Answer every criterion with evidence

Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.

Lodge early through the official portal

Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
