Overview The Department of Transport and Main Roads (QLD) is seeking a Planning and Delivery Lead for the Queensland Train Manufacturing Program (QTMP). The role oversees the coordination and successful execution of program elements outside the scope of the Design, Build and Maintain (DBM) contract being delivered by Downer, referred to as the Supporting Projects. About The Supporting Projects are as follows: Test Track (under consideration): a dedicated test track to be located in and around Torbanlea, on land adjacent to or in the vicinity of the Manufacturing Facility Site, to enable testing of the QTMP trains at the Manufacturing Facility prior to testing on the Queensland Rail network Manufacturing Facility Mainline Connection: connection of the Manufacturing Facility to the North Coast mainline, with design and civil construction (including earthworks and structures) and rail systems construction (track, signalling and Overhead Line Equipment) being undertaken by Queensland Rail Network Connection Works (including Ormeau Mainline Realignment): connection of the Ormeau rail facility to the Gold Coast mainline, with design and civil construction (including earthworks and structures) and rail systems construction (track, signalling and OHLE) being undertaken by Queensland Rail Goldmine Road upgrade: TMR will deliver a section of the Goldmine Road upgrade as part of the QTMP, including a new signalised intersection for the Ormeau rail facility entrance, delivered by TMR in partnership with the City of Gold Coast Clapham Yard Maintenance Facility: a QTMP funded multi-user light maintenance facility for maintenance of the QTMP fleet Varsity Lakes Stabling Infrastructure: additional stabling capacity at Varsity Lakes including four six-car roads plus supporting facilities Network upgrade: installation of Balises in relevant sections of the network, and wayside infrastructure to facilitate the operation of train-mounted gap fillers and electronic levelling control systems Simulator accommodation: accommodation and fit-out to house two QTMP simulators at Mayne Yard, with design and delivery undertaken by Queensland Rail The successful supplier will be responsible for ensuring that the Supporting Projects are contracted and delivered in line with budget and timing expectations. The Role 1. Strategic Planning and Delivery Lead the planning, procurement, delivery and integration of all Supporting Projects required to support the successful manufacture, testing, commissioning, maintenance and operation of the QTMP fleet Develop and implement delivery strategies and integrated schedules to ensure enabling infrastructure is delivered in alignment with program milestones and operational requirements Manage project scope, schedule, cost, quality and performance to achieve approved program outcomes 2. Leadership and Contract Management Lead and develop the Planning and Delivery Team, fostering a collaborative, high-performing and safety-focused culture Oversee the procurement, administration and performance of delivery partners, consultants and contractors to ensure contractual obligations and delivery objectives are achieved Oversee the administration and management of contracts and delivery partner arrangements, ensuring compliance with contractual requirements and achievement of safety, schedule, cost, quality and performance objectives Provide expert advice and recommendations to the Program Director on delivery, commercial and strategic matters 3. Risk, Governance and Operational Readiness Identify and manage project risks, issues, dependencies and opportunities to support successful project and program outcomes Ensure all statutory, environmental, regulatory and operations approvals are identified and achieved in accordance with program requirements Provide accurate reporting, assurance and governance oversight across the Supporting Projects Ensure effective handover, operational readiness and transition arrangements to support successful introduction of the QTMP fleet into service 4.
