About this tender

Overview Latrobe City Council is inviting experienced outdoor mural artists and artist teams to submit an Expression of Interest for a new public artwork at the Churchill Monash Way underpass. About The mural will be based on a design and colour palette shaped by previous community consultation and animal silhouettes created by Kurnai College students, while allowing the successful artist or artist team to bring their own interpretation to the final design. Latrobe City Council Mayor, Councillor Sharon Gibson, said the project was the chance for locals to get creative while improving a well-used public space. Cr Gibson said: "Art has the power to bring a place to life and help the community to have spaces we can all be proud of. We're looking for an experienced artist, or group of artists, who can create an impressive, vibrant mural, work with the community and help make this underpass more welcoming for people walking and cycling through Churchill." The pedestrian and cycling underpass is an important connection between residential areas and the local shopping centre. The site has been selected in consultation with the community to help make the space feel more welcoming, vibrant and safe. Scope The scope includes: Transformation of the existing underpass tunnel and side abutment walls through a large-scale mural Finalising the mural design in collaboration with Council Preparing the site Delivering the painted mural Facilitating a community painting day Applying anti-graffiti coating once installation is complete Contractor Requirements Experience delivering large-scale outdoor murals Knowledge of, or connection to, Churchill and the broader Gippsland region is desirable, but not essential Contract Terms and Conditions The mural is planned to be completed in early 2027 How to Apply Learn more and submit an Expression of Interest: via our website

How to respond to this tender

A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.

Read the requirements in full

Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.

Confirm you are eligible and it is worth bidding

Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.

Answer every criterion with evidence

Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.

Lodge early through the official portal

Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
