Overview Wodonga Council is calling for expressions of interest (EOI) from mobile food and beverage vendors seeking to operate at the Belvoir Park Huon Street car park site, with access to council-provided power and potable water. About The Belvoir Park Huon Street car park site has a purpose-built hardstand trading location and is the only site in Wodonga that provides dedicated power and water connections for mobile food vans. The hardstand site is located within the Huon Street car park at Belvoir Park, includes direct access to power and potable water via service bollards, is designed specifically to support mobile food vans operating with utilities, and supports up to two vendors operating concurrently. Purpose This EOI relates specifically to vendors who wish to operate using council-provided utilities, removing the need for generators and improving the overall amenity of the park. This opportunity is best suited to operators who intend to utilise powered and serviced operations, rather than generator-based setups. Objectives A key objective of this program is to transition operators away from generator use and toward reliable, council-supplied utilities, improving amenity for park users. Scope The scope includes: Establishment of a small pool of mobile food and beverage vendors operating at the Belvoir Park Huon Street car park site Operating using council-provided power and potable water connections via service bollards, rather than generator-based setups Trading under a 6-month or 12-month permit that includes access to power and water infrastructure A range of high-quality food and beverage offerings, which may include (but are not limited to) coffee vans, takeaway food providers and specialty food operators Fees and Charges The following fees and charges for 2026-2027 apply to successful applicants only: Application fee: $57, covering administration of the street trading permit, payable upon submission Utilities access fee (power and water), 6-month permit: $2225 Utilities access fee (power and water), 12-month permit: $3771 These fees provide authorised access to council-supplied power and water connections at the hardstand and enable the council to recover the costs associated with providing utility infrastructure. Fees are non-refundable. Contractor Requirements Selection Criteria and Weightings Demonstrated experience and ability to deliver (20 per cent) Proposed trading days and hours, including commitment to peak visitation periods (20 per cent) Pricing and affordability of menu items (20 per cent) Priority may be given to Wodonga businesses and businesses from the Border and North East Victoria region (40 per cent) Compliance Requirements Public Liability Insurance (minimum $10 million), to be provided on request Relevant Food Trader registration, to be provided on request Compliance with all relevant legislation, including Local Laws, environmental health requirements and street trading guidelines Self-sufficiency in all other aspects of operation, including set-up, pack-down, staffing and waste management Operational Requirements Successful vendors will be expected to: Operate using the provided power and water connections at the service bollards Minimise or eliminate the use of generators, supporting a quieter and more enjoyable park environment Maintain safe and compliant connections to council infrastructure Operate in a professional and customer-focused manner Maintain a clean and visually appealing trading area Trade within approved times as agreed in the permit Contribute positively to the overall visitor experience Contract Terms and Conditions This is an EOI process and there is no guarantee of success; applicants are encouraged not to incur costs until notified Successful applicants will be required to enter into a Street Trading Permit agreement that includes access to power and water services Trading periods and start dates are subject to change Wodonga Council reserves the right to accept or reject any application, and decisions are final Information Requested Applicants will be required to provide: Business and contact details Description of food and/or beverage offerings, including pricing Details of van/trailer setup, including power and water requirements Proposed trading days and hours Preferred permit duration (six or 12 months) Information on business experience and community contribution How to Apply Applications open: 10am on Monday, August 3, 2026 All applications will be submitted via an online form.
