Overview Monash University is seeking to appoint a suitably qualified and experienced Service Provider to deliver comprehensive Locksmith Services across its Victorian campuses under a single contract. About Established in Melbourne in 1958, Monash University is Australia's most internationalised university, with a strong global presence and a commitment to excellence in education and research. Monash University operates four campuses across Victoria (Parkville, Caulfield, Clayton, and Peninsula), as well as international campuses in Indonesia, Malaysia, China, Italy, and India. The University is a member of the Group of Eight, hosts over 100 research centres, and participates in 19 cooperative research centres. Across its global network, Monash University supports more than 86,000 students and approximately 17,000 staff. The University's Buildings and Property Division is responsible for the stewardship of the University's buildings, property, and grounds, and is tasked with delivering a capital development plan under the University's 20-year Masterplan, which provides a vision and framework for the physical development of each Monash University campus. Monash University operates a large and complex portfolio of mechanical locking systems across its campuses, forming a critical component of its overall security and access control framework. The University has adopted the Assa Abloy platform as its preferred locking system, transitioning from the legacy Twin Lock system to the current Assa Abloy Twin X system. The Twin X system is protected under patent until 2036 and provides enhanced security through restricted key profiles, preventing unauthorised key duplication and ensuring controlled supply of key blanks and cylinders, while offering reverse compatibility with existing installations. The University's preferred approach is to standardise all new installations, replacements, and system upgrades to the Assa Abloy Twin X platform, with hardware procured through secure supply channels. Currently, the locksmith service portfolio comprises an approximate 50/50 split between Assa Abloy-secured systems and legacy locking systems without equivalent security controls. The University currently engages Locksmith Services across its Victorian campuses to support the security, safety, and functionality of its built environment. These services underpin access control for academic, residential, and operational facilities and support both day-to-day operations and construction-related activities. Demand for Locksmith Services has increased in recent years, with a sustained high volume of reactive service requests associated with campus reactivation, student accommodation occupancy, and capital works. Purpose This tender represents an opportunity to further strengthen Locksmith Services across Monash University's campuses through a more structured and strategically managed service model, with enhanced governance, improved asset and key management, and greater standardisation of locking systems delivered under a single contractual framework. The University intends to appoint a preferred Service Provider as the primary point of engagement for these services. This appointment does not constitute exclusivity and does not guarantee any minimum volume of work, revenue, or spend, and the University reserves the right to source services from alternative providers where it deems appropriate, at its sole discretion. Objectives Through this procurement, Monash University seeks to appoint a single, qualified Service Provider to deliver Locksmith Services across all Victorian campuses under a unified contractual arrangement, with the objectives of: Establishing a comprehensive, accurate, and auditable record of locking assets, keys, and access devices through structured auditing and ongoing data management Supporting the progressive standardisation of locking systems and the managed transition away from legacy infrastructure through coordinated, campus-wide service delivery Introducing planned and proactive maintenance programs alongside responsive reactive services delivered within agreed service levels Strengthening security governance through robust key control, traceability, and lifecycle management practices Delivering Locksmith Services across a broad range of secured assets, including doors, furniture, gates, safes, and related infrastructure Ensuring continuity of critical and after-hours services across all campuses, including residential environments Scope The scope includes: Provision of maintenance services Provision of project support Provision of specialist Locksmith Services Working collaboratively with University stakeholders to support enhanced security, transparency, and asset management outcomes Contractor Requirements Suitably qualified and experienced in delivering Locksmith Services Capable of delivering best-practice Locksmith Services within a complex, high-use campus environment Services delivered in accordance with best industry practices and environmentally sustainable standards, with equitable and competitive pricing Reliable service delivery to support the University's daily academic and research activities Service personnel to present professionally and deliver services with minimal disruption to students and staff
