Construction Works 7A De Laeter Way Bentley WA 6102
Tender Overview
About this tender
Overview ChemCentre invites Expressions of Interest to tender for Construction Works at 7A De Laeter Way, Bentley WA 6102. The project involves upgrading, refurbishing and converting an existing office building within the Technology Park East precinct in Bentley into a laboratory facility. About ChemCentre plays a vital role in supporting emergency services in Western Australia by providing scientific expertise during chemical, biological, radiological and environmental incidents. The project is located at 7A De Laeter Way, Bentley, Western Australia. The approximately 2,718 m² site contains a single-storey building constructed circa 1992, with a gross building area of approximately 593 m² (including approximately 520 m² of office accommodation and amenities). The building largely retains its original office configuration. Existing condition information is limited; a 3D point-cloud survey and as-built Revit model have been prepared. Contractors should anticipate refurbishment within an existing building and the need to verify relevant site conditions. Available due diligence and design information addresses building condition, structural adequacy, existing services, fire and life safety, code compliance, drainage and potential hazardous materials. Relevant information will be issued during the tender process. The proposed work involves a change of use from Class 5 (office) to Class 8 (laboratory). The due diligence investigations have identified that the existing building, constructed circa 1992 and remaining largely in its original condition, does not fully comply with current National Construction Code requirements and will require assessment and upgrade to support the proposed change of use. Purpose This EOI seeks to identify and shortlist suitably experienced and resourced Head Contractors for a subsequent competitive Request for Tender (RFT) for the ChemCentre laboratory conversion. Construction pricing is not requested at this stage and this EOI does not constitute a tender. The objective of the project is to deliver a secure, modern and fit-for-purpose facility to support chemical analysis, scientific research and associated operational activities. Scope The appointed Head Contractor will be responsible for managing and delivering the construction works in accordance with the completed tender documentation, including coordination of trades, specialist subcontractors, construction sequencing, quality, safety, testing and handover. The anticipated works comprise, but are not limited to: Site establishment, protection of retained building elements, selective demolition, alterations and internal refurbishment Structural alterations and strengthening, building fabric upgrades and other works required to support the laboratory conversion Construction and fitout of analytical, wet chemistry, instrumentation and sample preparation laboratories, specialist storage and technical support areas Associated offices, meeting rooms, amenities, circulation areas and general support accommodation Mechanical, electrical, hydraulic, fire and other building services upgrades, including specialist laboratory services, ventilation, exhaust, equipment connections and commissioning interfaces Security and controlled-access works, including specialist storage/vault interfaces where detailed in the tender documentation Associated external works, potentially including civil and accessibility upgrades, plant areas, service connections, parking and site security infrastructure Coordination of specialist equipment installations, vault installation and interfaces with ChemCentre and its nominated suppliers, as defined in the tender documentation Construction management, subcontractor procurement, statutory inspections, testing and commissioning, defects rectification, as-built documentation and operational handover The above scope is indicative only and will be further defined in the subsequent Request for Tender (RFT) documentation and drawings. The Head Contractor will be required to construct in accordance with approved documentation and coordinate inspections, certification evidence and close-out requirements, as the construction scope is expected to include upgrades necessary to satisfy applicable National Construction Code requirements and project-specific statutory and certification conditions documented by the design and certification team. Contractor Requirements Contractors will be expected to demonstrate experience in managing refurbishment risks, verifying existing conditions, coordinating service shutdowns and resolving construction interfaces in an existing building. In assessing suitability for shortlisting, ChemCentre will place particular emphasis on: Demonstrated delivery of laboratory, scientific, healthcare or comparably complex technical fitout and refurbishment projects Experience coordinating specialist mechanical, electrical, hydraulic, fire, laboratory and security subcontractors Capability to manage construction in an existing building, including compliance upgrades and latent-condition risks Proposed project leadership, subcontractor capacity procurement capability and ability to achieve the required programme Established safety, quality assurance, commissioning and handover processes
How to respond to this tender
A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.

Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.
Answer every criterion with evidence
Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.
Lodge early through the official portal
Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
