About this tender

Overview The City of Townsville is seeking a supplier to provide program and project management resources to support Council's delivery of reconstruction works funded under the Disaster Recovery Funding Arrangements (DRFA), across the Emergency Works (EW) and Restoration of Essential Public Assets (REPA) phases. Services are to be delivered in close collaboration with Council's DRFA team. Purpose The intent is to ensure readiness for disaster response by removing lead time constraints, so that a competent team with suitable software and equipment is pre-engaged to mobilise upon event declaration. Any engagement is subject to written allocation by Council following activation of an event under the Disaster Management policy and by the Queensland Reconstruction Authority (QRA). Scope The broad scope of works is to assist in the management of the DRFA Program, in close collaboration with Council's DRFA team, including but not limited to: Road inspections and data collection Treatment selection in accordance with the DRFA Treatment Guide Submission preparation, including DRFA Form 4 and lodgement through the QRA MARS Portal Liaison with the QRA Regional Liaison Officer and attendance at QRA in-field assessments Preparation of tender documentation and works schedules for internal and external delivery, and tender evaluation Contract administration, including acting as Superintendent's Representative for contract delivery Construction surveillance, ensuring quality, safety and environmental standards are met Progress reporting, monthly reporting and program acquittal The scope of works is not limited to the items listed above and may include additional related works and services that align with the scope and objectives of the DRFA Program, as reasonably directed by Council. Program Manager Provide overall program management and leadership across the DRFA program, ensuring coordinated delivery, governance and reporting across concurrent activated events. Services include but are not limited to: Overall leadership and governance of the DRFA program, including program planning, prioritisation and resourcing across concurrent activated events Establishment and maintenance of program controls covering scope, schedule, budget, risk and quality, aligned to DRFA and QRA requirements Coordination of the program team, specialist sub-consultants and Council's DRFA team to ensure integrated delivery Oversight of the DRFA submission pipeline, funding eligibility and acquittal to protect Council's grant funding Stakeholder management and program-level reporting to Council, including status, funding position and acquittal progress Management of program-level risks, issues and interfaces, including timely escalation to Council Assurance of compliance with the DRFA Guidelines, QRA requirements and Council policies and procedures Project Manager Provide project management and superintendence services to deliver individual DRFA reconstruction projects from damage assessment through to restoration and acquittal. Services include but are not limited to: Day-to-day management of DRFA projects, including planning, scheduling, resourcing and progress tracking Superintendence and contract administration of restoration works, including acting as Superintendent's Representative where directed by Council Coordination of damage assessment, treatment selection and submission preparation in accordance with the DRFA Treatment Guide Management of construction surveillance and of quality, safety and environmental standards during restoration delivery Preparation of tender documentation and works schedules for internal and external delivery, and support to tender evaluation Review of contractor project plans, progress claims and variations, and management of project budgets and timeframes Project-level reporting, record keeping and support for acquittal consistent with DRFA and QRA requirements Project Support Officer / Submission Builder Provide project support and submission building services to assist Council's DRFA team with coordination, documentation and administration across the DRFA program. Services include but are not limited to: Program and project coordination, document control and data collation supporting DRFA delivery Building and compilation of DRFA submissions, including collation of damage assessments, photographic evidence, dimensions and recommended treatments Data entry and administration within the QRA MARS Portal and Council systems Maintenance of registers, trackers and records supporting submission status, approvals and acquittals Preparation and formatting of reports, correspondence and supporting documentation General administrative and technical support to the Program Manager, Project Managers and Submission Manager Submission Manager Provide submission management services to coordinate and quality assure DRFA submissions through the full assessment and acquittal cycle. Services include but are not limited to: Coordination and preparation of DRFA submissions, including DRFA Form 4 and lodgement through the QRA MARS Portal Compilation and quality review of damage assessments, photographic evidence, dimensions, treatments and supporting documentation to ensure completeness and compliance Management of submission timeframes to meet QRA milestones and close off dates Liaison with the QRA Regional Liaison Officer and coordination of responses to QRA queries and in field assessment outcomes Tracking of submission status, approvals and variations across activated events Support for program acquittal and record keeping consistent with DRFA and QRA requirements
