Overview Southern Cross University (SCU) is undertaking the renewal of its Gold Coast Campus and is seeking a Cost Manager to provide independent cost management, quantity surveying and commercial advice throughout the full Project lifecycle. Scope The scope includes: Provision of independent cost management, quantity surveying and commercial advice to SCU throughout the full Project lifecycle, from Master Planning and early design through procurement, construction, completion and final account Establishing, maintaining and progressively developing a robust commercial and cost-management framework enabling informed decisions regarding scope, affordability, value, procurement, escalation, contingency, risk, cash flow and forecast final cost Working closely with the Project Manager, Architect and other consultants during the planning and design phases Following appointment of the Contractor, continuing to provide independent commercial advice to SCU in relation to the Contract Sum, progress claims, variations, contingency, commercial risk, forecast final cost and final account Cost management for the renewal of Buildings A, B and C, together with the associated campus public realm, landscape, central plaza, pavilion, external circulation, external works, infrastructure, staging, decanting, temporary works, enabling works and other project elements within the endorsed scope Supporting SCU in maintaining the Project within the Approved Project Budget while protecting the endorsed functional requirements, accommodation outcomes, design intent, quality, operational requirements and long-term value of the Project Undertaking value management as a core requirement of the commission, proactively identifying, testing, costing and reporting value opportunities throughout the Project, and supporting structured value-management processes at key decision points, considering scope, functionality, quality, programme, risk, whole-of-life cost, maintainability, operational impacts and value for money Progressively identifying and closing out cost assumptions, information gaps, unresolved allowances, commercial risks and contingencies throughout the life of the Project
