CFA is seeking a service level agreement for the provision of the coordination and delivery of the Fiskville Health Surveillance Program and Fire Equipment Maintenance Health Surveillance Program (“Programs”). The Fiskville Health Surveillance Program (FHSP) was developed in 2012 in response to the CFA Independent Investigation of historic practices for live firefighting training and the use of Perfluorooctane Sulfonate (PFOS) products at Fiskville from 1971-1999 by Professor Robert Joy. Professor Joy’s findings are released in a document titled “Understanding the Past to inform the Future” – June 2012. The Fire Equipment Maintenance (FEM) Health Surveillance Program was developed after identifying key personnel who dealt with PFOS containing foam concentrate. From 2008-2019 foams utilised in CFA did not contain PFOS but did contain some Perfluoroalkyl / Polyfluoroalkyl (PFAS) substances. The Programs require the Service Provider to: undertake Program Participant health assessments, consultations, and reporting; provide medical advice; and effectively and securely maintain medical records. The Service Provider is required to advise CFA if participation in the health surveillance program for a Program Participant is appropriate or if a one-off assessment is sufficient.
