Overview The Victorian Institute of Forensic Mental Health (Forensicare) is seeking offers for the provision of Food Services and Kiosk Services at Thomas Embling Hospital (TEH), commencing from 1 May 2027. About Forensicare is the statewide provider of specialist forensic mental health services in Victoria. Forensicare operates Thomas Embling Hospital, a secure forensic mental health hospital that requires safe, clinically governed, consumer-centred and digitally enabled food services. Scope The procurement is structured as two separable service streams: Stream 1, Food Services, and Stream 2, Kiosk Services. Respondents may submit for one stream or both streams, including through a consortium, subcontracting or partnership model where accountabilities are clearly defined. The scope includes: Provision of food services supporting consumer safety, dignity, nutrition, and therapeutic diet management Allergen control and management Secure-site food service operations Meal ordering and diet/allergen technology Kiosk service delivery Vending services Corporate catering requirements Performance reporting Provision for future demand growth Detailed operational, technical, food safety, technology and performance requirements are set out in the Specifications document and should be read in full.
