This Tender is restricted by the Issuer. Eastern Melbourne Primary Health Network (EMPHN) has released a Request for Tender (RFT) for the Unified Program. This is a closed tender process. The RFT has been selectively issued to organisations that progressed through the earlier Request for Expression of Interest (REOI) stage, which has now been completed. About the Unified Program The Unified Program represents a strategic shift in how primary health care is commissioned and delivered across the EMPHN catchment. It aims to support more integrated, place-based models of care that can evolve over time to better meet community needs. Procurement approach The procurement is being undertaken through a two-step process: An initial REOI stage (now completed); and A subsequent selective RFT to progressed applicants. Timing The RFT was released to selected applicants in June 2026. The RFT will close in late July 2026, with evaluation to occur over the following months. At this stage, contracts are expected to be finalised in the final quarter of 2026. Further updates will be provided once the procurement process has been completed.
