Overview The Department of Education (the Department) intends to establish a Panel Arrangement of pre-qualified financiers to provide a centralised lease-finance facility to support the acquisition of equipment and assets across public schools and business units throughout Western Australia. The proposed arrangement will enable the Department to obtain operating lease and finance lease services under the Department's Master Rental Agreement (MRA) and Master Finance Lease Agreement (MFLA). Equipment will continue to be procured separately through Common Use Arrangements (CUAs), Departmental contracts and other compliant procurement processes, with appointed Panel Contractors providing the associated lease financing. Purpose The Facility will continue to support public schools across Western Australia by providing access to contemporary technology and operational equipment without the need for upfront capital expenditure, supporting digital learning initiatives, the Notebooks for Teachers program and broader operational requirements across the Department. Scope The proposed Panel Arrangement will support the financing of a broad range of equipment and assets, including but not limited to: Audio visual equipment: interactive smartboards, panels, projectors, smart televisions and related equipment Business equipment: photocopiers, printers (standard and 3D), cameras and telecommunications equipment Desktop and portable computing hardware, including desktops, notebooks, tablets and workstation devices Intangibles: software licences, maintenance, tablet storage carts and cabling Network equipment: routers, hubs, switches, Voice over Internet Protocol (VOIP) telephony and related infrastructure Servers, data storage devices and other ICT equipment Minor non-IT equipment such as ride-on lawnmowers, all-terrain vehicles (ATVs), trailers and similar equipment Major non-IT equipment including buses, trucks, tractors, forklifts, boats, earthmoving equipment and other specialist machinery The Department intends to establish a multi-contractor Panel Arrangement to support competitive tension, continuity of service and flexibility in accessing lease-finance services across all Categories. In addition to lease-finance services, Respondents may have the opportunity to offer optional value-added services designed to reduce the administrative burden associated with end-of-lease activities, including equipment decommissioning, secure data wiping, asset collection and related support services.
